ESCs Regional and Specialized TIA Support

Regional supports at Education Service Centers (ESCs) were established across Texas to help improve student and school district performance. ESCs work in partnership with TEA toward the following goals: 

  1. More districts with TIA systems 
  2. More teachers eligible for TIA within local systems 
  3. Increased success rates with implementation and validation 
  4. Increasing retention for TIA Designated teachers 

ESCs are available to assist districts in bringing TIA to the district, help guide local designation system development and implementation, and provide technical assistance.

Well-Trained TIA Support Systems

ESC Support Well-Trained TIA Support Systems

All ESCs are trained by TEA to provide broad TIA support to their districts. This includes support for building and applying for a new system, implementing systems, collecting and submitting teacher performance data, applying for expansions and modifications to current systems, and going through system renewal. Note, support levels may vary. 

Focused Support Areas

TIA Specialized Hubs and Centers Focused Support Areas

Select ESCs will serve as TIA Specialized Hubs and Centers beginning in fall 2024. These ESCs provide additional help and services for one of four areas of TIA that TEA identified as critical for implementation success: data collection, stakeholder engagement, rural cohorts, and Texas SLOs and portfolios student growth measures. 

Center for Strategic Compensation: Region 10

Center for Strategic Compensation: Region 10

This Center will support districts and ESCs in learning about strategic compensation and the readiness factors needed for districts to earn an Enhanced TIA designation.  The ESC will work collaboratively to provide training, consultation, and best practices for implementing systems that will meet all requirements to earn an Enhanced TIA designation as outlined in TEC §21.3521.

This specialized hub will support accepted and approved districts with overall best practices in data collection, data submission, and building a strong local data infrastructure. The ESC will work collaboratively to provide training, consultation, and general best practices for understanding a value-added model and annual data validation reports.

Rural Cohort Hubs: ESC 9 and 15

Rural Cohort Hubs: ESC 9 and 15

These two hubs will leverage a similar intensive support model for new and accepted rural districts to develop, expand, and implement the local designation systems with fidelity. The ESCs will work collaboratively to identify, train on, and share best practices for supporting rural districts across the state.

Stakeholder Engagement Hub: ESC 20

This specialized hub will provide support to districts and ESCs with training, resources, and supports focused on the key areas of the required Annual Evaluation and Buy-in Surveys, exemplar stakeholder engagement practices, turnkey communication materials, and overall support for increased teacher retention.

Texas SLO and Portfolio Hub: ESC 1

Texas SLO and Portfolio Hub: ESC 1

This specialized hub will provide support to districts and ESCs with training, resources, and support focused on the successful implementation of Texas SLO and Portfolio student growth models. The team will work collaboratively with districts and ESCs to identify opportunities for system expansion through these student growth measures, share resources for building local scoring capacity, and turnkey models to support overall implementation.
